The Government Degree College, Ichapuram was established in the year 1983 by the Government of Andhra Pradesh to cater to the needs of under graduate students of Ichapuram suburbs of Andhra Pradesh and Odisha border. Before its establishment, there was no institute for higher education within 35 km radius of the town in the state of Andhra Pradesh.

The Institute is affiliated to Dr.B.R.Ambedkar University, Etcherla, Srikakulam (dist). It has been recognized by the UGC under 2f and 12B of UGC act since 6th July 1992 and has an ISO 9001:2015 certification.

Formerly the institution offered B.A., B.Com and B.Sc courses. Under B.A, besides History, Economics and Politics combination, Oriya subject is also offered under History, Politics and Oriya combination to suit the exclusive linguistic needs of minority Oriya students of this area with bilingual influence. As per NEP 2020, from the academic year 2023-24 Single major with minor system is introduced in which student has the great opportunity to choose a subject according to his interest and career opportunity. Also this system has skill based courses and multidisciplinary courses with multiple entries and multiple exist options.

Affiliating University permitted the college to offer B.A (POLITICAL SCIENCE as MAJOR and HISTORY as MINOR), B.A (ODIA as MAJOR and HISTORY as MINOR), B.Com General with Computer Applications, B.sc (MATHEMATICS as MAJOR and COMPUTER SCIENCE as MINOR), B.sc (PHYSICS as MAJOR and CHEMISTRY as MINOR), B.Sc (BOTANY as MAJOR and ZOOLOGY as MINOR). The present intake capacity of B.A. courses is 40 in each combination while that of B.Com General is 60, B.Sc courses is 40 in each combination.
